Exercise Orion has been a multi national live exercise running over the last two days in Hampshire, Merseyside, Hertfordshire and Lincolnshire, with input from a large number of agencies including COBR.

Organised by Hertfordshire Fire and Rescue Services with a One Million Euro grant from the European Union it is the largest event of it's kind in the UK for many years.

The scenario was one of multiple earthquakes across the UK. Of course you are all saying "but that would never happen here" but that was the point to "exercise the unthinkable" an incident that would stretch UK capacity and capability beyond our available resources and require Mutual Assistance.

Hampshire and Merseyside were the live sites, with simulated collapsed buildings , including an office block near Portsmouth that was demolished for the exercise* and multiple vehicle collisions. The feeds from these sites were then used in Hertfordshire and Lincolnshire for Strategic Level Command exercises.

*It was being knocked down anyway

So having just got back from two very long days at Police Headquarters I thought you might be interested in what went on.

So what role did 4x4 Response play? Well although in Hertfordshire voluntary agencies asked if we would like to play, this was only if we would be involved at the strategic (Gold) level, whereas we would usually be deployed at an operational (Bronze) level or at Tactical command (Silver) but neither of these were being exercised in Hertfordshire.

Also I was busy enough in the day job both as part of the event directing team and having to support the on-call Directors from the PCT who were playing, so I decided that we were unlikely to be involved.

However during a meeting yesterday I was inevitably asked how many 4x4s could I put at the disposal of the PCT, so an unannounced exercise was in order!

After sending a message via SMS Responder from an iPhone (via the Police wi-fi network) :D with the question "could you respond to an RV at South Mimms Services (M25 junction 23) within one hour" I was able to (virtually) deploy 16 vehicles.

And apologies to the one member who thought it was a "live" exercise and actually turned up at South Mimms and then found his way to Police HQ (No names will be mentioned although the enthusiasm is to be applauded).

In fact two of my Directors and a number of other senior staff were very impressed by the rapid appearance of "the voluntary sector" ;) so a good bit of PR.

The live play in Hampshire and Merseyside was very impressive with several European Urban Search and Rescue (USAR) Teams taking part.

Excellent work, hopefully you mentioned that if it was a genuine national emergency we'd have also deployed from around the country.

Indeed I did!

There were a few surprised faces when I predicted that were this a real incident of such magnitude it might be possible to mobilise 500 to 1000 vehicles nationwide.

If such a catastrophic event were to hit the UK, then I suspect many of us would not be required for the "day job" for a few days so could easily be available "en masse" as long as our 4x4s weren't buried under a pile of rubble :D

This Exercise might be a good opportunity for all teams to consider whether they have resilience in place and if not what needs to be done to increase it. As part of "our" plans within Wessex we have a number of RV points and 'listen in' times.

i.e. If you know something major has happened, the radio TV might tell you or the fact that you've got no landline or mobile & no internet, might suggest it. In those circumstances our members are told to head for one of the RV points (all of which are near user body H.Qs etc) identify them selves and await instructions/offer support if nothing is heard from Wessex control. Simultaneously they should monitor both CB & Amateur radio on the hour on pre-designated channels.

We are conscious that a Tsunami type incident (http://www.burnham-on-sea.com/1607-flood.shtml) has occurred in the past flooding Somerset Gloucestershire Monmouthshire etc. and may well do so again. If that happens there are at least 150,000 in the possible flood area.

Plus of course there have been fairly noticeable earthquakes (http://www.coxresearcher.com/history/quakes.htm) in the past.

I like the "Gucci" comment - but United Arab Emirates - that's a long way to come for an exercise....

The exercise had participants from France, Spain, Denmark, Germany, Sweden, Italy, Norway and the UAE

They also had observers from most of the Eastern EU Countries and at least one from the USA

Oh and if you check out the last shot in the "Herts Gold" gallery.... I'm sitting about two feet to the right, just out of shot :D

I'd really like Peak 4x4 Response to participate in a joint exercise but they seem thin on the ground in Derbyshire. Our options seem to be:

A) host our own
B) gatecrash another area's

Anyone got any in the pipeline?

Hi Matt,

Don't forget every time you as a group have a meeting attend an event etc that is also training.

Something that within Wessex we discovered a couple of weeks ago hadn't been fully realised by everyone so we have reitereated it, is that on-duty doesn't necessarily mean on a call-out but any time that a member is doing something on behalf of a group he/she is 'on-duty'

A few things to consider

Do your members book on with the duty controller?

Does your duty controller open a log?

Do you give your members a grid reference or post code to find?

Does the controlleror tell those attending which radio channel(s) are to be used?

At the event etc. is someone in charge and does everyone know who that is?

Is the person in charge exercising local command skills by ensuring that everyone who is expected turns up? If not why not, have they booked on as mobile and not arrived? are they broken down or lost?

At the end of the event does your local (Bronze) control notify the controller that members are returning home?

When members get home -- defined as going about their normal business -- do members notify the control either by phone inc SMS or e-mail that they are now stood-down?

Some might say that the above is over the top but if everyone does it every time they will do it automatically during an 'incident' and whether a basic responder or 'silver' controller they will understand the reasons why.

What no group wants is to have a call-out and anyone whether the senior member or most junior saying "I don't know what to do".

If you provide even one vehicle to help at an event where Red Cross, RAYNET etc are also present that is a joint exercise of sorts, you will be seeing what they do and likewise they will see what you do.

I think I'd quite lioke to participate in an exercise run by the UAE guys - couple of days in Dubai would be quite nice and I hear the Hotel rooms are quite cheap at the moment.:D

Just have to make it a bit of an expedition - drive down through Europe and then coss the med, North Africa, and then a quick crossing of the Empty quarter. Nice Trip:D
